USPS, please tell us about the latest news/regulations concerning the Mailer's Postmark Permit for pre-cancelling stamps by collectors/philatelists, not by commercial bulk mailers. With MPPs, we can expand further the USPS network, while we ease the work of the overworked postal associates.
