Dorin,
I have some foggy memory of the U.S. restrictions being fairly relaxed to begin with, until someone ordered stamps with Ted Bundy's likeness on them. Like I said, It's a foggy memory, so I couldn't say for sure that it was Ted Bundy, but certainly someone considered inappropriate for official postage.
