A HEAD OF STATE is like a MUSHER of a SLED DOG TEAM, in a way.
If you see "social unrest"...if you see some dogs growling...howling...barking at you...you better investigate and really take care of the problems.
With honesty and competence.
Are they hungry? 
Are they overworked?
Are they hurt?

 "You cannot MURDER YOUR WAY OUT of trouble!"
You cannot simply start killing your own "dogs"/people...coz if you do, you'll end up wondering WHO? WHO? [let the dogs out of their harnesses/chains, against you].
Eventually, chances are that YOU'll go to the dogs.
It ain't gonna be pretty.
Kill...oh...bites.
Even if there are instigating governments, organizations and individuals...even if there are some criminals and terrorists hard at work to topple your regime, you still have to find a better way than laying waste upon crowds of civilians and whole localities.

D is for DEMOCRACY, although there are places and times in history when AUTOCRACY works much better, overall.
In the animal world, MIGHT MAKES RIGHT.
DEMOCRACY is a human fabrication, and it has its limitations, just so you know. :)
